2021 on May 27, the General Office of the Ministry of Education and the General Office of the Red Cross Society of China jointly issued a notice on further promoting emergency ambulance work in schools, the paper puts forward to carry out emergency rescue training and popularize emergency rescue knowledge and skills for teenagers. The departments of education of provinces, autonomous regions and municipalities directly under the central government (Boe) , the Red Cross, the Xinjiang Production and Construction Corps and the Red Cross: It is an important measure to protect the lives and health of young people to carry out emergency ambulance training and popularize the knowledge and skills of emergency ambulance, is the school health education and the youth quality education important content. To further implement the healthy China Initiative (2019) and the spirit of circular no. 24 of the Ministry of Education of the Red Cross Society of China on further strengthening and improving the work of the Red Cross in schools in the new era, to further promote the school emergency ambulance notice is as follows.
1.Attaching great importance to emergency ambulance work in schools.
Local education departments and Red Cross societies should thoroughly study and implement General Secretary Xi Jinping's important exposition on building a healthy China, take Xi Jinping's thought on socialism with Chinese characteristics for a new era as a guide, and further improve their political standing, firmly establish the "people first, life first" concept, and earnestly enhance the school emergency care work sense of responsibility and urgency. We need to strengthen organizational leadership and coordination in our work, jointly launch an operation called "guarding the campus with rescue at our side, " and carry out in depth work on the popularization of knowledge about emergency rescue and ambulance services in schools, training in rescue skills, the allocation of rescue facilities and the construction of ambulance service positions, further improve the campus emergency care capacity to effectively protect the lives and health of young people.
2. we will take solid steps to promote the popularization of students'knowledge and skills in emergency aid.
Local education departments and Red Cross societies should integrate emergency ambulance training into school liberal education, teaching activities, classroom instruction and extracurricular practices. At the primary school stage, the focus on safety education and emergency knowledge of risk aversion, set up the concept of reverence for life, care for others. Middle School stage, master the basic emergency care knowledge and skills, training self-rescue and self-protection ability. At the university stage, popularize the knowledge and skills of emergency rescue, disaster prevention and risk avoidance, and advocate the voluntary service of rescue. The knowledge and skills of emergency rescue will be incorporated into the military training of students, and the popularization rate of the knowledge and skills of emergency rescue will be practically increased. Colleges and universities shall be encouraged to offer courses related to emergency rescue and incorporate them into credit management.
3.increase the intensity of ambulance training for faculty and Staff.
The local education departments and Red Cross societies should take effective measures to strengthen the rescue training of teaching staff in accordance with the requirements of healthy China Action (2019 -- 2030) . By 2030, the proportion of primary and secondary school teaching staff receiving the public welfare training of ambulance personnel shall in principle be no less than 1:50. We should focus on key points, actively promote school doctors, physical education teachers, class teachers and other key staff training and evidence collection, effectively improve the ability to rescue accidental injuries on the spot. The school doctors, physical education teachers and class teachers who have obtained the certificates of ambulance personnel shall be trained as ambulance teachers, and qualified teachers shall be trained in the popularization of knowledge of disaster prevention and risk avoidance for students during military training, so as to improve the skills of students in risk avoidance and rescue.
4. Improving ambulance service positions.
Local Red Cross societies and education departments should actively promote the provision of first-aid kits, AED (automatic external defibrillators) , emergency rescue machines and other first-aid equipment in schools, build "fraternity school clinics" , and improve first-aid training and equipment standards, strengthen ambulance training and drill, effectively enhance the capacity of campus ambulance service. Relying on the ambulance service front, developing the ambulance volunteer service team, developing the Emergency Ambulance Volunteer Service, publicizing and promoting the advanced models of emergency ambulance service in schools, vigorously advocating the good fashion of "everyone learns first aid" , in order to protect the lives and health of young people, contribute to the construction of a harmonious and safe campus.
